Kids fight during a Match and Bystanders start blaming the Ref!

Take a look at this video where two kids start fighting and the Referee tries to stop it but he backs away. Later on you hear a Mom saying it's the referees fault and how he should've "calmed it down". The referee does give out appropriate red cards to the players but parents still complain! Who's to blame in this situation?

It’s so easy to blame referee instead of taking responsibility for how you raised your kids
